Supervisory Board

The Supervisory Board of HAKA comprises of representatives of our main stakeholders, which include educational institutions, students, employers’ organizations and the Ministry of Education and Research.

Members of the Supervisory Board

  • Ulla Preeden, Chairperson of the Supervisory Board; nominated by the Estonian Rectors’ Conference of Universities of Applied Sciences; Rector of the Tartu Health Care College
  • Mait Palts, Vice-Chairperson of the Supervisory Board; nominated by the Estonian Chamber of Commerce and Industry, Director General
  • Haana Zuba-Reinsalu, nominated by the Estonian Association for Advancement of Vocational Education; Head of the Luua Forestry School
  • Liina Põld, nominated by the Ministry of Education and Research, Deputy Secretary General for General Education and Youth Policy
  • Ülle Jaakma, nominated by the Rectors’ Conference, Rector of the Estonian University of Life Sciences
  • Marcus Ehasoo, nominated by the Estonian Student Union, Chairperson of the Board
  • Reelika Leetmaa, nominated by the Estonian Unemployment Insurance Fund, Member of the Board
  • Renno Veinthal, nominated by the Ministry of Education and Research, Deputy Secretary General for Research and Development, Higher Education, and Vocational Education and Training Policy
  • Valdo Kalm, nominated by the Estonian Employers’ Confederation; Port of Tallinn, Chairman of the Management Board
  • Toomas Kruusimägi, Estonian School Heads Association

Functions of the Board

The Board:

  • makes proposals related to the HAKA chapter of the Statutes of the Education and Youth Authority (in Estonian) and approves amendments of the chapter;
  • elects members of the assessment councils, members of appeal committees and the director of HAKA;
  • approves the development plan and annual report of HAKA;
  • makes recommendations on the development directions and activities of HAKA;
  • approves the procedure for election and removal of the director of HAKA.

The Board comprises up to 11 members and the composition is approved by the minister responsible for the field for 4 years. No more than two members from one organization can be members of the Supervisory Board. Stakeholders related to the main functions of HAKA, including students, nominate their representatives to the Supervisory Board.
