General education
In the autumn of 2022, the Minister for Education and Research tasked the Estonian Quality Agency for Education (HAKA) with developing a quality assessment system for general education.

HAKA’s mission is to empower educational institutions and their keepers in advancing the quality of learning and teaching, increasing evidence-based leadership capacity and supporting the development of each learner. Our aim is to develop a quality assessment system that is reliable, supports the schools and ensures that every Estonian student has access to high-quality general education.
To promote evidence-based and learner-friendly quality management in general education schools, we will focus on three major objectives in 2022-2029.
Developing a quality system for general education
HAKA will develop a comprehensive solution for the quality assessment system for general education, including quality criteria for schools and a quality assessment model. The model will be tested and improved according to the feedback of schools and experts. In addition, we provide trainings, organise development seminars and prepare instructional materials aimed at increasing self-reflection capabilities for schools.
Supporting the development of educational institutions
Our partners at the University of Tartu and Tallinn University provide development programmes that help schools implement evidence-based quality management and promote student-centred, collaborative approaches to school development.
Developing a digital solution to support evidence-based school management
Under the leadership of the Ministry of Education and Research, we will develop a digital dashboard for both school leaders and school owners. The digital solution supports evidence-based management practice and the self-reflection capability of schools.
We will involve good partners from universities and sectoral organisations, as well as practitioners and other experts in the field of general education.
2022-2029 is implemented within the framework of activities “Promoting evidence based general education quality management that supports the development of learners” and with the support of the European Union and the Ministry of Education and Research.
