Appeals Committee

The Appeals Committee is a consultative body which presents its independent opinion to the HAKA Vocational Education and Training Assessment Council on the justification of the appeal submitted on the proceedings or opinions of the Council. The Appeals Committee is appointed for a term of three years and consists of three members and alternates. The Committee is convened on the basis of need.

Members of the Committee

HAKA Supervisory Board has approved the composition of the Committee on 10 December 2025 as follows:

Members nominated by the Estonian Association for Advancement of Vocational Education

• member Evelin Tamm, Director for Studies, Raplamaa Rakenduslik Kolledž 
• alternate member Külli Marrandi-Kallas, Head of Teaching and Development Unit, Järvamaa Kutsehariduskeskus

Members nominated by the Estonian Qualifications Authority

• member Maria Kütt, Vice-Chair of the PARE Board
• alternate member Indrek Peterson, Education Advisor, the Estonian Association of Construction Entrepreneurs

Members nominated by the Estonian Employers’ Confederation

• member Tiia Randma, Member of the Board, Estonian Qualifications Authority
