Higher Education Assessment Council

Higher Education Assessment Council consists of experts in the fields of higher education and quality assessment of higher education.

The Council has 13 members. The members are elected and approved by the Supervisory Board of HAKA for 3 years. The maximum term of office of a member of the Council is 6 years.

Functions of the Council

The Quality Assessment Council for Higher Education:

  • approves the rules governing the principles of and procedure for higher education quality assessment;
  • approves the principles of formation of expert panels and qualification requirements of panel members;
  • makes decisions on the institutional accreditation of higher education institutions and quality assessment of their study programme groups;
  • coordinates thematic review reports;
  • makes an expert assessment of the quality of instruction when the right to provide education is applied for in a new study programme group.
