Quality Assessment Council for Higher Education

HAKA Quality Assessment Council for Higher Education consists of experts in the fields of higher education and quality assessment of higher education. Members of the Council are independent in their activities. The Assessment Council includes at least one expert from each broad area of study.

Functions of the Council

The Quality Assessment Council for Higher Education:

  • approves the rules governing the principles of and procedure for higher education quality assessment;
  • approves the principles of formation of expert panels and qualification requirements of panel members;
  • makes decisions on the institutional accreditation of higher education institutions and quality assessment of their study programme groups;
  • coordinates thematic review reports;
  • makes an expert assessment of the quality of instruction when the right to provide education is applied for in a new study programme group.

Statutes of the Education and Youth Board, § 24 section 5

The members of the Council are elected and approved by the Supervisory Board of HAKA for three years. The maximum term of office of a member of the Council is six years.
