STUDY PROGRAMME ACCREDITATION
What is study programme accreditation?
Through accreditation, we support quality improvement and the ongoing development of study programmes. After successful accreditation, the institution receives an official certificate and a comprehensive report on programmes quality.
HAKA offers programme accreditation at Bachelor, Master and PhD-level across all disciplines.
Programme accreditation involves the assessment of 5 areas.

Each area, in turn, comprises of several criteria. The criteria can be modified so that they best comply to the legislation and national requirements of the particular country.
Requirements and Procedure for Accreditation of Higher Education Study Programmes
What is it based on?
HAKA conducts programme accreditation in accordance with European Standards and Guidelines (ESG) agreed upon across the European Higher Education Area. As an ENQA member and EQAR‑listed agency with long‑term experience both in Estonia and abroad, HAKA ensures that each evaluation aligns with European standards while respecting the local context and legislation. This combination provides a reliable and internationally comparable assessment framework. Achieving an international accreditation certifies that the individual programme complies withthe quality standards of EHEA.
HAKA accreditation decisions are listed in the Database for External Quality Assurance Register (DEQAR)

The time frame may vary from case to case and can be adapted to fit your specific needs. On average, the process takes about one year from the training until the accreditation decision.
Cost of accreditation
The cost includes self-evaluation training for the higher education institution, remuneration of experts, a follow-up, and administrative costs. Transportation and accommodation costs of the experts, which are related to the site visit, will be reimbursed by the higher education institution to HAKA based on the submitted invoice.
