Quality Assessment Council for VET

The Quality Assessment Council for VET consists of experts in the fields of vocational education and quality assessment of vocational education. Members of the Council are independent in their activities.

Members of the Council

  • Toomas Kuuda, Vice-chairman of the Council; Head of the Pärnu office of the Estonian Chamber of Commerce and Industry
  • Andra Piirsalu, Director of People and Organizational Culture at Palace Hotel and Radisson Collection Hotel Tallinn
  • Liina Lilleniit, Student at Tallinna Majanduskool
  • Eduard Brindfeldt, Director of Technology at Tallinn Centre of Industrial Education
  • Hele Tammenurm, Member of the Occupational Qualification Council of Information Technology and Telecommunication; Head of the Quality and Process Management Division of Telia Eesti AS (member appointed by the Board of Chairmen of the Occupational Qualification Councils)
  • Kaarel Jänes, CEO of the Estonian Association of Electrical Enterprises; Member of the Board of the Estonian Society for Electrical Power Engineering
  • Margus Keerutaja, Member of the Board of the Estonian Association of Construction Entrepreneurs; Member of the Occupational Qualification Council of the Estonian Association of Construction Entrepreneurs; Head of AS Sovek (member appointed by the Board of Chairmen of the Occupational Qualification Councils)
  • Pille Meier, Development Advisor at Woodworking Industry Development Cluster; Chairman of the Occupational Qualification Council of Forestry; Chairman of the Occupational Qualification Committee of Forestry (member appointed by the Board of Chairmen of the Occupational Qualification Councils)

Secretary of the Council is Marge Kroonmäe.

The mandate of the Council started on 9.05.2022 and is valid until 8.05.2025.

Functions of the Council

The Quality Assessment Council for Vocational Education:

  • approves the rules governing the principles of and procedure for quality assessment of vocational education;
  • approves the principles of formation of expert panels and qualification requirements of panel members;
  • adopts decisions on the quality assessment of study programme groups of vocational education;
  • makes an expert assessment of the quality of instruction when the right to provide education is applied for in a new study programme group.
