Continuing Education Assessment Council
The Continuing Education Assessment Council is part of HAKA and consists of experts in the field of continuing education and its quality assurance. Members of the Council are independent in their activities. The main task of the Council is to make assessment decisions in continuing education.
The Council has up to 9 members. The members are elected and approved by the HAKA Supervisory Board for 3 years.

- Anneli Zirkel, Head of the Training Department, Board Member and Trainer at Reiting PR OÜ
- Margit Düüna, Chair of the Board, The Estonian Non-Formal Adult Education Association
- Sigrid Aruväli, Member of the Board, ETKA Andras; founder, CEO and trainer at Innowise OÜ
The Secretary of the Council is Trine Tamm – Assessment Manager in Continuing Education, HAKA.
The mandate of the Assessment Council began on 24 April 2025 and is valid until 23 April 2028.
Functions of the Council
The Council:
- approves the rules governing the principles of and procedure for quality assessment of continuing education;
- approves the principles of formation of expert panels and qualification requirements of panel members;
- adopts decisions on the quality assessment of study programme groups of continuing education providers.
