Supervisory Board

HAKA Supervisory Board comprises of up to 11 members who are representatives of our main stakeholders, including educational institutions, students, employers’ organisations and the Ministry of Education and Research. The stakeholders, including students nominate their representatives to the Board. The composition of the Board is approved by the minister of education and research for 4 years taking into consideration that no more than two members from the same organisation can belong to the Board.

Functions of the Board

The Board:

  • makes proposals related to the HAKA chapter of the Statutes of the Education and Youth Authority (in Estonian) and approves amendments of the chapter;
  • elects members of the assessment councils, members of appeal committees and the director of HAKA;
  • approves the development plan and annual report of HAKA;
  • makes recommendations on the development directions and activities of HAKA;
  • approves the procedure for election and removal of the director of HAKA.

Working order of the Board

  • The Board shall elect the Chair and the Vice-Chair from among its members.
  • The work of the Board is led by the Chair or in his or her absence by the Vice-Chair.
  • The working form of the Board is a meeting. The Board may also use other working forms to perform its tasks, the choice of which is decided by the Board.
  • The meeting of the Board is convened by the Chair or, in his/her absence, by the Vice-Chair, if necessary.
  • The agenda of the Board meeting is prepared by the Chair of the Board or, in his/her absence, the Vice-Chair. The agenda of the meeting, together with other necessary materials, is sent to the members of the Board for review at least five working days before the meeting.
  • The Board has a quorum if at least 2/3 of the Board members and the Chair of the Board or, in his absence, the Vice-Chair, participate in the meeting of the Board. In the absence of the required quorum, the Chair or, in his absence, the Vice-Chair, shall convene a new meeting as soon as possible.
  • The Board shall make decisions by open vote by simple majority. In the event of an equal division of votes, the vote of the Chair or, in his absence, the Vice-Chair shall have the casting vote.
  • The Chair or, in his/her absence, the Vice-Chair, has the right to invite experts to speak and provide necessary information at the Board meeting.
  • Minutes of the Board meetings are taken. The minutes are signed by the Chair of the meeting and the minutes taker.
