HAKA’s vision, mission, values, objectives
At the heart of our work are students’ and learners’ right to quality education and the reliability of Estonian education nationally and internationally. It is the responsibility of educational institutions to ensure the quality of education and HAKA’s task to support them in developing a strong quality culture. Independent experts have an important role in HAKA’s quality assessment activities.
We bring together different parties in education, including students, teachers, school leaders, parents, communities, the Ministry of Education and Research, and other public and private organisations. Together, we agree on shared expectations for quality education. Based on these expectations, Estonia’s education strategy as well as international trends, we develop quality criteria, which help institutions to assess how well they meet these expectations.
Our work is based on education agreements and development priorities in Estonia and Europe. We ensure that evaluations and analyses are conducted competently and objectively. We use co-creation in our processes, value mutual learning, and share our knowledge with society.

We are self-directed learners, engaging continuously and purposefully in the enhancement of our skills and knowledge. Equal treatment, objectivity and an evidence-based approach are the foundations of our activities.
- Openness: we are open to change, seeking new solutions and appreciating the diversity of smart alternatives. We tailor the dissemination of our know-how to the intended purpose and target group.
- Co-creation: we value mutual learning and shared knowledge generation in collaboration with educational institutions as well as other stakeholders. We shape a shared understanding of quality culture and the roles of different stakeholders in its development.
- Systematic approach: we see education as a holistic system, our actions help to build bridges between different education levels and areas. We follow the continuous improvement principle (plan, do, check, act) in all our activities. We combine our objectives and activities into a coherent approach and measure the effectiveness of our work by its impact.

- Partners: HAKA is a trustworthy and beneficial partner to all stakeholders in the field of education.
- International community: HAKA is the importer of best international practice in advancing the quality culture of educational institutions and contributes to the development of the quality of education in other countries with its know-how.
