HAKA Handed Over Accreditation Certificates to Three Ukrainian Universities at the Ukrainian Higher Education Quality Forum
At the end of September, the Ukrainian Higher Education Quality Forum took place at Lutsk National Technical University. One of the conference sessions was dedicated to a joint project between the Estonian Quality Agency for Education (HAKA) and the Ukrainian National Agency for Higher Education Quality Assurance (NAQA). The project ran during 2024–2025 and focused on the development and implementation of a higher education evaluation model.
This is a prestigious annual conference that this year brought together more than 800 representatives from various higher education institutions across Ukraine. From Estonia, HAKA’s Director Heli Mattisen and Head of Higher Education Evaluation Hillar Bauman participated. The project presentation session also included two Ukrainian experts involved in the evaluations – Serhii Stepenko and Nataliia Shalimova – as well as Nadiia Kovalchuk, Vice-Rector of Lutsk National Technical University and Nataliia Stukalo, Deputy Head of NAQA.
A highlight of the forum was the official ceremony where accreditation certificates were handed over to three Ukrainian universities that had successfully completed the pilot accreditation process:
- Kyiv National Economic University named after Vadym Hetman,
- Lutsk National Technical University, and
- The National University of Ostroh Academy.

During the project period, HAKA and NAQA jointly developed a higher education evaluation model in line with European standards. For Ukrainian higher education, transitioning from programme-level evaluation to institutional-level evaluation signifies a saving of resources. This joint project was the first step in making that shift possible.
One of the key motivations for Ukrainian universities to undergo the evaluation process was the opportunity to be listed in the European Quality Assurance Register for Higher Education (EQAR). This means that information about the evaluation and comparability of Ukrainian universities is internationally recognised. Despite the difficult circumstances in Ukraine, the project participants remained committed and results-oriented.
