{"id":1158,"date":"2014-05-09T08:23:16","date_gmt":"2014-05-09T05:23:16","guid":{"rendered":"https:\/\/ekka.edu.ee\/?page_id=1158"},"modified":"2026-03-12T16:07:27","modified_gmt":"2026-03-12T14:07:27","slug":"institutional-accreditation","status":"publish","type":"page","link":"https:\/\/haka.ee\/en\/institutional-accreditation\/","title":{"rendered":"Institutional accreditation"},"content":{"rendered":"\n<p>Since 2011, <strong>institutional accreditation<\/strong> has been the only regular external quality assessment in Estonian higher education.<br>It is a <strong>legal requirement<\/strong> designed to evaluate a higher education institution\u2019s capacity to ensure the quality of <strong>learning and teaching as well as research, development, and creative activities (RDC)<\/strong>.<br>At the same time, it provides institutions with a <strong>development platform<\/strong> and <strong>expert feedback<\/strong> for continuous improvement.<\/p>\n\n\n\n<p>All higher education institutions undergo institutional accreditation <strong>at least once every seven years<\/strong>.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\">The Accreditation Model since 2025<\/h3>\n\n\n\n<p>In the current external quality evaluation model, quality agreements have been established across <strong>three evaluation areas<\/strong> and <strong>nine quality criteria<\/strong>:<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"576\" src=\"https:\/\/haka.ee\/wp-content\/uploads\/Estonia-IA-QAN-13.02.26-1024x576.png\" alt=\"\" class=\"wp-image-25133\" srcset=\"https:\/\/haka.ee\/wp-content\/uploads\/Estonia-IA-QAN-13.02.26-1024x576.png 1024w, https:\/\/haka.ee\/wp-content\/uploads\/Estonia-IA-QAN-13.02.26-300x169.png 300w, https:\/\/haka.ee\/wp-content\/uploads\/Estonia-IA-QAN-13.02.26-768x432.png 768w, https:\/\/haka.ee\/wp-content\/uploads\/Estonia-IA-QAN-13.02.26-1536x864.png 1536w, https:\/\/haka.ee\/wp-content\/uploads\/Estonia-IA-QAN-13.02.26-2048x1152.png 2048w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p>Guidelines that support the understanding of mandatory quality criteria are <strong>recommendatory<\/strong> in nature and provide institutions with <strong>flexibility<\/strong> in planning their development.<\/p>\n\n\n\n<p>View the quality criteria and guidelines <a href=\"https:\/\/haka.ee\/wp-content\/uploads\/IA_hindamisjuhend-kehtiv-alates-29.04.2025_EN.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">here<\/a>.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\">Key Updates Compared to the Previous Accreditation Model<\/h3>\n\n\n\n<p><strong>1. Reduced number of quality standards<\/strong><br>The number of criteria has been reduced from 12 to 9, combining previous areas more logically and avoiding overlaps.<\/p>\n\n\n\n<p><strong>2. Extended validity of regular RDC evaluation decisions<\/strong><br>One of the most significant updates relates to amendments to the <em>Research, Development and Innovation Organisation Act<\/em>. If an HEI already holds a <strong>positive regular RDC evaluation decision<\/strong>, a <strong>positive institutional accreditation decision<\/strong> extends its validity.<br>Experts do not directly assess research performance; instead, they analyse the institution\u2019s self-evaluation and data to determine how effectively it ensures and develops RDC quality.<br>If necessary, the Minister of Education and Research may initiate an additional evaluation\u2014for example, if declining trends are observed and the institution has not planned adequate measures to address them.<br>This connection between institutional accreditation and the extension of RDC evaluation decisions <strong>reduces administrative burden<\/strong> for universities.<\/p>\n\n\n\n<p><strong>3. Integration of quality culture<\/strong><br>The new model treats quality culture as a <strong>core principle<\/strong> embedded in all activities rather than as a separate assessment standard. This reflects the understanding that quality culture influences all aspects of management, learning, and research.<\/p>\n\n\n\n<p><strong>4. Simplified and more focused self-evaluation<\/strong><br>The institutional self-evaluation report is limited to 60 pages, focusing on trend analysis, critical self-reflection, and strategic conclusions.<\/p>\n\n\n\n<p><strong>5. Student participation in self-evaluation<\/strong><br>Institutions are required to <strong>involve students<\/strong> in preparing the self-evaluation report.<\/p>\n\n\n\n<p><strong>6. Development-oriented approach<\/strong><br>In addition to the traditional evaluation process, institutions may participate in <strong>follow-up seminars<\/strong> with the evaluation panel to discuss expert observations and choose a <strong>focus topic<\/strong> for receiving additional feedback from experts.<\/p>\n\n\n\n<p><strong>7. International dimension<\/strong><br>The evaluation panel continues to include <strong>international experts<\/strong>, who form the <strong>majority<\/strong> of the panel.<br>This ensures international comparability and enhances the visibility of Estonian higher education in the global context.<\/p>\n\n\n\n<p><strong>8.
