Members of the Council are independent in their activities. The Assessment Council includes at least one expert from each broad area of study.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Members of the Council<\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Peeter Burk, Chair, <em>University of Tartu, Professor<\/em><\/li>\n\n\n\n<li>Krista Tuulik, Vice-Chair, <em>Tallink Grupp AS, Training and Development Manager<\/em><\/li>\n\n\n\n<li>Ivar Annus, <em>Taltech, Associate Professor <\/em><\/li>\n\n\n\n<li>Martin Argus, <em>Tallinn Health Care College Research Advise<\/em>r<\/li>\n\n\n\n<li>Katrin J\u00f5gar,  Estonian University of Life Sciences,  Associate Professor<\/li>\n\n\n\n<li>Maaja-Katrin Kerem, <em>Estonian Qualifications Authority, Financial Manager <\/em><\/li>\n\n\n\n<li>Mihhail Kirejev, <em>TTTK University of Applied Sciences, lecturer<\/em><\/li>\n\n\n\n<li>Laivi Laidroo, <em>Taltech, Associate Professor<\/em><\/li>\n\n\n\n<li>Anneli Porri, <em>Estonian Adademy of Arts, lecturer<\/em><\/li>\n\n\n\n<li>Priit Reiska, <em>Tallinn University, Professor<\/em><\/li>\n\n\n\n<li>Enlil Sonn, <em>Tartu University, student<\/em><\/li>\n\n\n\n<li>Hanna Britt Soots, <em>University of Tartu, PhD student<\/em><\/li>\n\n\n\n<li>Eneken Titov, <em>Estonian Entrepreneurship University of Applied Sciences, Professor<\/em><\/li>\n<\/ul>\n\n\n\n<p>The <span style=\"line-height: 1.5em;\">Secretary of the Council is Hillar Bauman. <\/span><\/p>\n\n\n\n<div class=\"wp-block-pb-accordion-item c-accordion__item js-accordion-item no-js\" data-initially-open=\"false\" data-click-to-close=\"true\" data-auto-close=\"false\" data-scroll=\"false\" data-scroll-offset=\"0\"><h2 id=\"at-11060\" class=\"c-accordion__title js-accordion-controller\" role=\"button\">Functions of the Council<\/h2><div id=\"ac-11060\" class=\"c-accordion__content\">\n<p>The Quality Assessment Council for Higher Education:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>approves the rules governing the principles of and procedure for higher education quality assessment;<\/li>\n\n\n\n<li>approves the principles of formation of expert panels and qualification requirements of panel members;<\/li>\n\n\n\n<li>makes decisions on the institutional accreditation of higher education institutions and quality assessment of their study programme groups;<\/li>\n\n\n\n<li>coordinates thematic review reports;<\/li>\n\n\n\n<li>makes an expert assessment of the quality of instruction when the right to provide education is applied for in a new study programme group.<\/li>\n<\/ul>\n\n\n\n<p><em><a href=\"https:\/\/www.riigiteataja.ee\/en\/eli\/ee\/519012021001\/consolide\/current\" target=\"_blank\" rel=\"noreferrer noopener\">Statutes of the Education and Youth Board<\/a>, \u00a7 24 section 5<\/em><\/p>\n\n\n\n<p>The members of the Council are elected and approved by the Supervisory Board of HAKA for three years.
